Head of Investment and Development

(Salary: Up to £92,483)

Walsall Council is driving forward an ambitious programme of regeneration and growth that will shape the borough for decades to come. To deliver on this vision, the Council is seeking a dynamic and visionary Head of Investment & Development to lead its efforts to attract inward investment, deliver major regeneration projects, and create the conditions for a thriving local economy.

This senior leadership role sits at the heart of Walsall’s ambition to create opportunity for all. The successful candidate will oversee the delivery of regeneration programmes and masterplanning, ensuring projects are delivered on time, within budget, and to the highest standard. They will develop and lead strategies to promote Walsall as a prime destination for business, investment, and development, working closely with partners across government, the West Midlands Combined Authority, and the private sector to unlock funding and accelerate growth.

As a member of the Council’s Senior Management Group, the Head of Investment & Development will shape and implement strategies that support the Council Plan, championing innovation and transformation to deliver better outcomes for residents. They will act as a visible ambassador for Walsall, representing the borough regionally and nationally, and will play a leading role in ensuring that investment and development projects are inclusive, sustainable, and deliver tangible benefits to local communities.

The ideal candidate will bring a track record of delivering complex regeneration and development projects in a politically led environment. They will combine commercial acumen with strategic vision, have the ability to build strong and influential partnerships, and demonstrate the resilience and creativity to drive forward change and secure results.

Dave Brown is the councils director of economy, environment and communities, a position he has held since April 2023.  Prior to this Dave was the council’s director for place and environment.  Dave joined the council in 2020.  Prior to this he worked in a variety of roles as an environmental and operations director.  Dave started his career as a civil engineer, working in contracting and consulting before joining local government as a transport project manager.

Dave is married with 2 grown up kids.   In his spare time he can usually be found running, mountain biking or sailing.  His favourite film is The Hangover.
