Winner of the 2024 LGC Award for Most Improved Council, Walsall is setting a new standard for local government and we are seeking a visionary Director of Strategy and Transformation to help us take the next step forward.

About the role

This is a newly created, high-profile role, one that brings together strategy, policy, transformation, digital innovation, communications, and business intelligence under a single leadership.

You’ll lead our council-wide transformation agenda, ensuring our ambitious programmes deliver meaningful outcomes for residents. You’ll drive a forward-thinking digital strategy, harnessing technology and data to unlock opportunities, improve services, and enable modern, customer-focused ways of working.

You’ll also champion strategic communications, ensuring our messaging reflects our priorities and builds trust with residents, partners, and stakeholders. By strengthening business insight and intelligence, you’ll enable smarter, evidence-based decision-making across the Council.

About you

We’re looking for an ambitious, strategic, and inspiring leader. Someone who can navigate complexity, unite diverse teams, and connect the golden thread from strategy to delivery. You will have the vision to see the bigger picture and the ability to articulate the golden thread from the Council Plan across a large, diverse service area. With a deep understanding of transformation in complex organisations, you’ll be confident navigating the political landscape, influencing at the highest levels, and bringing colleagues and partners with you on the journey. You will understand and be inspired by technological innovation and how this can deliver transformation, service excellence and efficiency, but you will also understand the importance of safeguarding our information assets and keeping our systems secure.

Your leadership style will be collaborative and inclusive, with a strong focus on community impact and tackling inequalities. You will thrive on driving cultural and organisational change, using data and insight to inform decisions and deliver improved outcomes for residents. Equally, you’ll foster a culture of creativity and continuous improvement, motivating teams to innovate, challenge old ways of working, and deliver better services for the people of Walsall.

Judith is from Manchester and currently lives there but has worked all over the country including London, Derbyshire and North Wales.

Judith has spent 27 years working in various roles, and spent 13 of those at senior level.  These have involved the roles of Interim Strategic Director of Community Solutions at London Borough of Barking and Dagenham and holding the Chief Executive position at Denbighshire County Council.

Outside of the workplace, Judith likes to keep herself reasonably fit, and enjoys camping and walking with her dog as well as eating and drinking with friends.
